Overview

My client is looking for a SHQE Manager to report to the site director and the successful candidate would responsible for all aspects of health and safety, quality and environmental management. Working Environment: Office based, with regular presence within the production and warehouse floor areas of the business. The position will require some limited occasional travel to our sister Company located in Belgium. Summary: To assume full responsibility for the maintenance, development and continual improvement of all aspects of the Company's Safety, Health, Quality and Environmental management systems to ensure compliance with the requirements of ISO 9001, ISO 14001 and the COMAH Regulations. To promote and communicate site Safety, Health, Quality and Environmental policies to all personnel; and to develop, revise and implement written SHQE programmes that ensure overall compliance with all regulatory requirements. To provide general support to local site-based functions to resolve SHQE issues related to operational activities; and to engage with Regional and Global colleagues in relation to the execution of project initiatives and the continuous improvement of the Organisation's SHQE systems. Duties and Responsibilities: Safety Ensure that the Company continues to discharge its legal obligations as an operator of a Lower Tier COMAH registered site. Act as the primary contact point between the Company and the Competent Authority for COMAH, The Health and Safety Executive. Develop and improve the Company's Safety Management System and any associated plant and site safety programmes. Promote a culture of safety that encourages the timely reporting of accidents, incidents and near-misses; and make recommendations to reduce and or eliminate incident re-occurrences. To work as part of a wider management team to ensure that the Company continually improves its processes to meet the requirements of the DSEAR Regulations. Ensure that regular safety audits are conducted, records are maintained and that corrective actions are followed up. Ensure that effective Management Of Change processes are developed, implemented and continually improved to manage activities such as plant modification; new plant installation, and changes to staffing, processes and materials used on site. Ensure that effective induction programmes are maintained to protect the safety of new employees, external contractors and visitors. Ensure that effective policies and arrangements are in place to ensure the correct provision and use of PPE and RPE appropriate to the tasks and activities carried out on site. Provide safety advice to line management and lead training initiatives related to safety matters. To be a key member of the on-site emergency response team and to respond to out-of-hours incidents, as required. Health Ensure that the Company meets its statutory requirements to protect the health of its employees. Ensure that effective workplace exposure monitoring programs are implemented, maintained and improved to protect the health of employees handling dangerous substances. Liaise with third party OH&S consultants to execute health screening activities outsourced to external parties. Advise line management on site-based health issues. Manage activities relating to first aid requirements, ensuring that a sufficient number of trained first aider's available for the size of workforce. Review MSDS' of any proposed new chemical substances required for use in formulations, in conjunction with the R&D function. Quality Manage the Company's QMS (Quality Management System) in accordance with the requirements of ISO 9001. Ensure that all necessary internal audits, external audits and management reviews are conducted and that documented records of all relevant activities are maintained. Lead and manage the internal audit team, ensuring that effective training is in place to maximise the skills and effectiveness of its members. Ensure that documented processes are in place to guarantee that all manufactured goods, raw materials and components conform to specifications and contracts drawn up by the Technical and Purchasing functions. Ensure that the Company's NCR (non-conformance report) system is managed effectively and that it is utilised as a tool to continuously improve business processes. Ensure that processes to respond to customer complaints are maintained, improved and deliver communication outputs in a timely and effective manner. Environmental Manage the Company's EMS (Environmental Management System) in accordance with the requirements of ISO 14001. Ensure that all necessary internal audits, external audits and management reviews are conducted and that documented records of all relevant activities are maintained. Ensure compliance with any Environment Agency requirements for the Company to continue to meet its obligations under the COMAH Regulations. Ensure that effective policies and arrangements are in place to manage disposal routes of all site waste streams, in particular hazardous wastes, ensuring compliance with all applicable regulations. Maintain relevant registrations, licences and document retention relating to waste management activities. Ensure compliance to The Producer Responsibility Obligations (Packaging Waste) Regulations 2007' via Valpak registration.
