Overview
Job Title: Procurement Officer Location: Sandwell Working Hours: 37 hours per week Day Rate: Up to £350 per day Contract Length: 3 months, rolling contract. Reporting to the Procurement Business Partner, the post will assist in the development and delivery of a proactive and flexible Procurement Service that is able to respond to the needs of the council to deliver Vision 2030 whilst achieving value for money and ensuring procurement and payment activity is compliant with council policies, managing people and other resources in order to deliver priorities and objectives, or as otherwise directed The post will: • Provide procurement support, advice and guidance to services across the council and external bodies as appropriate • Develop and deliver Procurement Plans based on service need and spend analysis, maximising the council’s purchasing power to improve its competitive edge and to deliver best value. • Undertake and manage procurement exercises from identifying need to establishing appropriate and streamlined ordering and payment processes ensuring compliance with legislation and council policies • Manage corporate contracts, liaising with services and suppliers to ensure compliance and maximise performance Core Responsibilities: 1. Support the delivery of the objectives and priorities within Procurement Services and of the council through engagement, consultation and negotiation with all stakeholders, using skills of persuasion 2. Support the Service Manager - Procurement in the development and delivery of the council’s Corporate Procurement Strategy, and with annual planning for Procurement Services and the Resources Directorate to achieve objectives and service improvement 3. Maintain and develop professional knowledge, skills, and experience to further enhance service delivery and support colleagues both within Procurement Services and council-wide 4. Develop and maintain positive working relationships with and a practical knowledge of a range of stakeholders, including across Procurement Services, council services, suppliers and partners to inform activity 5. Have a detailed understanding of relevant legislation and underlying concepts and principles of the work area 6. Support teams in influencing, motivating and supervising the day-to-day team activities with the aim of delivering Procurement Services projects and activities.
