JOB TITLE: Senior Metering Technician DEPARTMENT / WORK LOCATION: UK Oil & Gas Fiscal Metering, Offshore - Chrysaor Armada / Lomond / Everest platforms REPORTS TO: Asset Metering Engineer LINE MANAGER: Fiscal Metering Technical Authority / UK Oil & Gas Aberdeen General Manager MAIN FUNCTION OF THE ROLE: Accountable for ensuring the uncertainty of the offshore metering systems through routine preventative and corrective maintenance. As a member of the maintenance team they are responsible for fiscal, allocation, environmental gas and liquid systems. Perform these duties professionally and efficiently, and comply with company and client rules. REQUIRED QUALIFICATIONS, ATTRIBUTES & EXPERIENCE: HNC in engineering subject (or equivalent) is essential Apprenticeship in engineering subject is preferred SVQ level 3 in Measurement processes is essential Advanced Knowledge and experience of measurement and metering systems 7 years of experience within a similar role in the energy sector Must demonstrate excellent written and verbal communications skills Advanced Working knowledge of all relevant IP, API, AGA, BS, ISO standards & codes of practice Compliance with OGA Guidelines; relevant Pipeline Commercial Agreements and Regulations QHSE EXPECTATIONS: Demonstrate a personal commitment to Quality, Health, Safety & the Environment. Apply Company & Client's Company Quality, Health, Safety & the Environment Policy and safety management system Use 'Permit to Work' systems effectively and undertake risk assessments prior to commencement of tasks. Ensure all equipment is checked; PAT tested, calibrated & maintained in accordance with the manufacturer's guidelines. Fully assess and ensure that all required PPE is available prior to carrying out tasks, and that it is used correctly and appropriately as specified in the H&S at Work Act 1974. Ensure Risk Assessments and their accompanying method statements and safe systems of work are in place for all sites; and that direct & subcontracted activities are reviewed prior to task commencement. Ensure that the correct materials are sourced and used on site and that all chemical use and handling information are available, and task is carried out in accordance with accompanying data sheet. Complete company specified training and performance review programs. Ensure, so far as reasonably practicable, the Health and Welfare at work of all personnel they are responsible for. Promote safety awareness to all members of staff and sub-contractors under their supervision. Implement and review written Risk Assessments and Work Instructions for work activities within the area of responsibility. Make certain that the health & safety of those who will construct, maintain or repair equipment is considered when planning. Liaise with the company QEHS Manager on all aspects of Quality, Environment, Health & Safety. JOB DESCRIPTION EMPLOYMENT KEY RESULT AREAS: . Demonstrate ownership of metering data within Computerised Maintenance Management System (CMMS) and submitting change requests where required. Actively highlighting issues and suggesting/implementing improvements. Ownership of 3rd Party metering management software (MMS), ensuring that any issues are resolved and communicated back to onshore metering engineer Maintain Primary / Secondary equipment & Quality Analysers against procedures, standards and uncertainties in accordance with CMMS / 3rd Party MMS schedules and plans. Provide feedback on improvement opportunities Assist operations team with isolation of metering equipment with a view to gaining full independent isolating authority status Carry out reinstatement of equipment and post job operations, including performing calculations, highlighting potential mismeasurements, data validation, documentation upkeep and reporting. Completion of work orders / instructions / logbooks in a timely manner with detailed work history Perform and record daily metering checks including trend checking to ensure health of metering systems. Report any potential issues to onshore engineer in a timely manner. Highlight any improvements/efficiencies. Responsible for the safe start-up of measurement systems & analysers after an outage bringing them to a fully operational state without any damage / contamination to the equipment Responsible to shutdown measurement systems to a safe controlled condition for an outage to ensure that the equipment / analysers are not damaged. Fully responsible for ensuring that sufficient certified Field & test equipment is available offshore to execute the metering maintenance plans. All Field & test equipment should be safely shipped onshore for recertification within a timely manner and equipment trackers kept up to date. Management of 3rd party personnel and vendors at site, ensuring that work is carried out safely as per the agreed scope. Carry out comprehensive end of trip handovers and ensure that information given to you is accurate. Action findings from previous handovers in a timely manner Ensure that areas within your responsibility are maintained to a professional clean standard. Perform regular housekeeping at metering stations. The ability to mentor and coach other metering personnel and platform personnel, where required Ability to safely carry out manual sampling on gas and liquid systems. Demonstrate a full understanding and adhere to client safety systems and procedures Lead personnel during measurement audits and identify key areas for improvement and compliance, including elimination of audit points Ability to perform internal system audits to ensure compliance with relevant standards Deal promptly and effectively with equipment faults, defects and error messages within your control, and report those that cannot be resolved. Carry out extensive fault finding on problematic equipment, with proposed solutions & improvement opportunities Ownership and execution of work plan including raising own PTW and associated documentation in a timely manner Early identification, data capture and communication of measurement issues including assistance of mismeasurement reporting. Ability to complete mismeasurement reports. Good communication skills and the ability to maintain effective working relationships with personnel at all levels Ability to attend external calibrations on behalf of the Client Ability to attend FAT testing on behalf of Client Ability to Lead SAT of systems offshore Ability to provide cover for Metering Engineer in periods of absence.
